Various people have now confirmed (including my bilge pump maker!) that this set-up: 15 Watt solar panel powering a 600 gallon per hour 12 volt dc bilge pump NO BATTERIES! will not cause damage to either panel or pump and it will come on automatically in the morning when the sun rises high enough and shut off again in the evening or really dull weather.
Some people really liked it at Maker faire Victoria. Among them a nuclear physicist.
