Polycrystalline you should not perform in Low Light-weight potential?

Showing my Brunton Explorer 20 (Polycrystalline cells) Perform in very low light-weight potential!

I also tested this with my 15watt RavPower (Monocrystalline Cells) but it does not feel to perform.
